Half of the committee is against the Bolton nomination and are prepared to vote against him, but Voivovich has decided not to oppose him in committee to let the full Senate vote, even though he plans to vote no, because he considers Bolton "the poster child of what someone in the diplomatic corps should not be." Bolton is expected to pass a Senate vote.
